I would concur with Christa - and add that I would like to see the bill ve slightly changed to support the work NGOs (specifically named in RSFs are the American Red Cross and the NVOAD) perform as "Federal Partners". That broader definition (or some other legalese) should help expand beyond the "usual" ...
