  • 1.  IAEM Endorses Disaster Survivor Fairness Act

    On May 11, IAEM and NEMA delivered a letter to the Chair and Ranking Member of the House Transportation and Infrastructure Committee endorsing the Disaster Survivor Fairness Act (HR 1796).  The bill was drafted and introduced by Congresswoman Dina Titus of Nevada and Congressman Garret Graves of Louisiana.  If enacted, the bill would mark the first major reform of the Individual Assistance (IA) program in years.  Take a look at the attached letter to learn more about the bill and post your thoughts about the proposed reforms.

    Better data sharing and more options like we had in Hurricane Harvey in Texas for disaster housing is needed very much.

    I would concur with Christa - and add that I would like to see the bill ve slightly changed to support the work NGOs (specifically named in RSFs are the American Red Cross and the NVOAD) perform as "Federal Partners". That broader definition (or some other legalese) should help expand beyond the "usual" FERO groups which join in FCO work such as HUD, FCC, HHS, etc. I recall being the LNO for the Red Cross on Sandy and waiting for months for the Routine Use Agreement to clear FEMA legal folks. We needed this so we could cross-compare names and addresses where we did recovery casework and financial assistance, to FEMA registrations where they were moving forward with IA, and where they were not.
