I've reviewed the President's budget and have compiled a list of the key takeaways. For those of you who want to dive into the details, see the links at the bottom:
- An additional $4.6 billion overall for DHS over FY25 enacted levels; discretionary amounts are largely level with FY25
- An additional $3.944 billion for FEMA, the majority of which is reserved for the DRF
- EMPG is level-funded to FY25 enacted levels
- Cuts to State Homeland Security Grant Program ($117M), Urban Area Security Initiative ($138M), Port ($40M), and Transit grants ($45M) with a proposed 25 percent cost share included
- $102M reduction in training and education programs including:
- $91M reduction to the National Domestic Preparedness Consortium;
- $1M increase to the Center for Domestic Preparedness;
- $1.4M decrease to the Emergency Management Institute;
- $4M increase to the U.S. Fire Academy
- Level funding for the Center for Homeland Defense and Security
- $3M in improvements in incident management planning, assessment, and policy development for capabilities and preparedness efforts for World Cup 2026 and America's Semiquincentennial anniversary celebration events
- Funding for the DRF for FY26 is calculated to be $26.5B, an increase of $3.9B over FY25 enacted levels.
