Good question, Michael. FEMA Counsel was supposedly working on shutdown guidance last week, but fortunately, they never had to release it. Fingers crossed that we are not back in this same situation later in the year.
I remember the last time this happened - there were some obvious things (meetings cancelled/postponed) which had immediate SLTT impacts, but also some not so 'announced' ones - like EMI closing (and the online IS course system suspended). Could this have impacted the National Alert test (had it not been extended)? How about in-person classes at EMI? Or grant submission processes for SLTTs and others? All of this should be 'known' by FEMA Counsel as to the 'rules of the road' as to what and who is still 'working' during a shutdown, and what gets cancelled or postponed, right? I also worry about the other agencies and departments that support FEMA on DRs - will HUD, SBA, HHS, FCC, Commerce, USDOT, etc. still support JFOs and RRCCs with staffing and other resources to the same level? If they don't know these answers now, well they have until November 17th to figure it out, and hopefully give us the 'heads up' beforehand. Thanks, Mike.
