  • 1.  Disaster Management Costs Modernization Act

    In 2018, IAEM and NEMA prepared the attached white paper entitled Rollover of Disaster Management Costs: Increasing Capability and Responsibility in Managing Disaster Declarations."  The proposal would allow grantees to utilize management costs across all open disasters which would ensure the building of recovery and mitigation capacity, incentivize disaster close-out, and drive down the costs of disasters.

    The Senate Homeland Security and Governmental Affairs Committee approved their version of the bill last summer (S.3071), and the House Transportation and Infrastructure Committee has indicated their version (HR 7671) might be considered in September when Congress returns from the August recess.

    After years of pushing this rock up the hill, we are so close to getting this done, but we need your help to make sure the bill gets a vote in committee in September.  If your Member of Congress serves on the House Transportation and Infrastructure Committee, please take a moment to contact them and ask that they let the Chairman know of their support for HR 7671.  Here is the full list of the Members of Congress who serve on the House Transportation Committee, but the two most important priorities are Chairman Sam Graves (R-MO-6) and Scott Perry (R-PA-10).

    Please help get this bill across the finish line!

    The Disaster Management Costs Modernization Act has been favorably reported to the House floor by the House Transportation and Infrastructure Committee! 

    As a reminder, the Senate Homeland Security Committee favorably reported their version of the bill in 2023.  I have attached the Senate Committee Report for those who are interested in the policy and procedural details.

    If everything goes as planned, the House and Senate will vote on the bill during the lame duck session and will then send the bill to the President for his signature.

    The Disaster Management Costs Modernization Act is ever so close to being signed into law.  It has been favorably reported to both the Senate floor and the House floor, so now we need both chambers to schedule a final vote on the bill during the Lame Duck session.  Please see the attached letter to Congress, signed by 13 different organizations, urging action on this bill before Congress adjourns.  Please feel free to use this letter if you have an opportunity to contact your Senators and Member of Congress.
